James K. McGee is an attorney at Castro Law Group whose practice centers on energy and utility regulatory law. He represents clients before the Maryland Public Service Commission on energy, telecommunications, electricity, gas, compliance, and regulatory matters.

Most lawyers never appear before the PSC. It is an administrative body, not a court, and the work runs on a different track from litigation. A CPCN proceeding decides whether a generating station or transmission line gets built at all. A rate case determines what a utility may charge its customers for years afterward. Merger reviews turn on conditions negotiated in front of the Commission rather than terms signed at a closing. The record is technical, the timelines are long, and the decision makers are commissioners and hearing examiners rather than juries.

Mr. McGee has appeared in most major PSC proceedings in Maryland. His clients include power plant owners on both the renewable and fossil fuel side, HVAC contractors, retail and wholesale suppliers, and several Maryland counties. He has handled CPCN cases, rate cases, mergers, and EmPOWER Maryland matters.

Super Lawyers named him a Rising Star in Utility Law seven times between 2012 and 2019.

Alongside the energy and utility practice, Mr. McGee represents individuals and businesses in transactional matters and civil litigation. He practices in state and federal courts in Maryland and Washington, D.C., in courts of original jurisdiction and on appeal.

He is a graduate of the University of Maryland and the University of Baltimore School of Law. He lives in Edgewater with his wife and three daughters and follows the Terps closely.

In addition to his energy and utility practice, Mr. McGee represents individuals and businesses in a wide variety of transactional and civil litigation issues. He represents both landlords and tenants with lease preparation, evictions, and collection of back rent or the return of security deposits. He represents both Plaintiffs and Defendants, seeking to obtain a money judgment and collect on that judgment through wage garnishments or other means, or defends against such actions. He prepares contracts and other business organizational documents. Finally, Mr. McGee maintains a large domestic practice, representing families in divorce, child custody, and support and related matters.

Mr. McGee practices law in state and federal courts in Maryland and Washington, D.C., both in courts of original jurisdiction and appellate courts. He is a proud graduate of the University of Maryland, an avid sports fan, including his beloved Terps, and lives in Edgewater with his wife and three daughters.
